Are you going in the upper part of La Loire? I'm not sure that this river is very good for sea trout or salmon, but it is good for pike, perch or white fish.
For fishing you need: - a local license ( arround 40 Euros) and - a national tax (25 Euros) and - a special national tax for sea trout and salmon (33 Euros), if you go for this kind of fish, but you do not nned that license for brown trout.
Once you have paid national tax you arre allowed to fish in some part of rivers or lakes considered as public domain. If you know which part of the Loire you are going to I could tell you if this part is considered as public domain.
