My friend has just come back from a salmon fishing holiday in Iceland and brought me a few bits and pieces back,one item i found interesting was a plastic spinning add on for worm fishing,set up is below in picture,the hook is a size 6 Sakuma worming hook to give you an idea of the size on the spinning piece,tried it out yesterday and boy don't it spin and spins well in slack water as well with a steady wind of the reel,just not sure if fish will be going for worm or spinner.. As its so light i am contemplating drilling the back end out a bit and fixing a piece of rubber into it to hold in a treble and give it a go on the fly rod for seatrout in the day when the rivers dropping after a spate,should be able to put a small swivel on braided loop and tie leader to it to stop the line twist... WORMING SET UP.. CLOSE UP.. stumpy....

i think i've seen those for bass or panfish, bluegill fish of the states - some names could be the same fish as i've no knowledge exactly ....... but have seen those in American sites on ebay etc.. buzz bugs or something they may be called for spinning on surface etc.
