Towy Seine Net Buyout
The terms of the seine net buyout will be announced when agreed jointly by CFF and the Seine Netsmen.
As you know, we are already seeking funding from our members. Generous pledges are now being received. For instance, Carmarthen Amateurs AA are giving £8800 as their start to the Buyout. But there is a long way to go.
I have to report that I have received a letter from John Davies Hon Sec of the large Carmarthen & District AA stating
"Carmarthen & District AA will NOT support the Net Buyout. I am sorry to say so I am standing down as Sec as from September. Wish you all the best.

I am sure everyone will share my disappointment with the failure of the C&DAA's Committee to give their support.
It seems that there may not be any plans to consult ordinary members.
It is well known that the members of C&DAA enjoy enormous catches of salmon in the upper estuary from the famous 'Steels' pool beside Carmarthen Eastern Bypass (the reconstructed 'Rifles Pool') and their renowned lower river Whitemill beats.
The net buyout is fundamental to reducing exploitation of dwindling Towy salmon stocks and is proceeding in conjunction with the new Net Limitation Order reducing 12 - 8 coracle nets.
CFF agrees with WAG's and EAW's approach and are determined that the all the reductions will not be negated by excessive rod & line exploitation. Other limitations are likely on rod & line fishing such as the use of certain baits including prawns and shrimps and even consideration of possible fishing conservation areas. Fishing is totally banned in some estuaries elsewhere. The lower Towy Estuary is already a prohibited Bass Conservation Area.
It will depend largely on the nature and perceived value placed on cumulative additional conservation measures being taken or supported by any particular group (club) of anglers.
A ban on the sale of rod caught salmon and sewin is likely to be introduced in Wales.
When Carmarthen Eastern Bypass was first proposed, the engineers wanted to open a straight channel from the Gwili junction to Carmarthen Bridge. They had support from CCW who were happy to see the Rifles and Pumphouse Pools isolated as Oxbows.
It was only through the intervention and persistence of CFF with many many hours work, that the river is in its present configuration. CFF attended meetings, 2 Public Inquiries, appointed Specialists including a Barrister for the first one, and attended many more meetings for the second one. Sec spent 10 days at the second one and still has a pile of paperwork two feet high.
Aircarft were even hired by CFF exclusively to take aerial photos of the bypass as it developed. Representations on the instability of the river have been ongoing with WAG. There has been more expenditure by CFF on Carmarthen Bypass than any other single issue - even the hatchery.
Poor old Herbert Evans, C&DAA's then Hon Sec would turn in his grave.
I appeal to everyone to make the ordinary members of C&DAA aware of the inaction of their Committee. Ask them instead to now give their individual support to the buyout.
